POSITION PURPOSE:
Provides leadership and collaboration with schools and departments to foster an environment that is student-focused and results-oriented. Ensures the effective operation of system-wide projects in curriculum development and related instructional services. Directs the operation, development, implementation, and coordination of programs and staff to include the departments responsible for: Elementary, Middle and High School curriculum and instruction; academic enhancement; English as a second language; intervention; Title I; and magnet and curriculum enhancement programs. Works closely with the Chief Academic Officer and other members of the leadership staff on policy development, strategic planning, and budgeting in support of the school system's mission to provide outstanding opportunities for academic achievement for all students.
MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
Extensive knowledge of the principles and practices of public school administration;
Comprehensive knowledge of Microsoft Office, specifically Word, Excel, Access, and PowerPoint; Google Apps;
Comprehensive knowledge of federal and state public school legislation and the policies and regulation of the Wake County Board of Education as they relate to Wake County Public Schools Systems (WCPSS) instructional programs and budget;
Comprehensive knowledge of current educational trends in instructional administration techniques and programs throughout the state and nation;
Exceptional conceptual, analytical, and organizational skills;
Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback; ability to convey complex information to a variety of audiences; excellent public and presentation skills
Ability to maintain professional and emotional control under stress. Reflects appropriate response to situations, while maintaining a professional and personal demeanor;
Ability to establish and maintain effective working relationships with school officials, school system staff, external agencies, vendors, advocacy groups, and stakeholders, with an expertise in consensus building.
EDUCATION, TRAINING, AND EXPERIENCE
Master's degree from a regionally accredited college or university in educational administration, supervision or curriculum development;
Extensive expertise in providing leadership in the planning and developing of curriculum and instructional programs that meet the needs of a diverse population;
Seven years of progressively responsible experience in school-based and/or Central Office administrative leadership, including experience with accountability measures, curriculum development, and/or the implementation of instructional programs;
Proven experience leading strategic educational initiatives that result in measurable improved student achievement;
Commitment to educational excellence and continuous improvement demonstrated through the development and implementation of successful K-12 instructional programs and exercised in the selection, training, and evaluation of staff;
Experience or training in participatory leadership and organizational team management.
CERTIFICATION AND LICENSE REQUIREMENTS
Hold or be qualified to hold a North Carolina Professional Educator's License for Superintendent, Principal or Curriculum Instructional Specialist;
Must hold and maintain a valid motor vehicle operator's license according to the State of North Carolina requirements.
PREFERRED QUALIFICATIONS:
Doctoral degree in educational administration, supervision, or curriculum development;
Experience at all three levels: elementary school, middle school, and high school.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Develops and supervises the instructional program and services delivered to schools through the senior directors of Instructional Services.
Identifies key instructional strategies to support the school system.
Assists in the development, interpretation, and implementation of policies.
Leads and coordinates a cross-functional team to successfully implement Strategic Planning.
Provides leadership to the administrative staff of Instructional Services in the development of the division strategic plan and the coordination of activities, functions, and responsibilities of their departments to align with school system goals.
Uses data and research to continuously improve instructional programs, staff training, and services to schools.
Collaborates with school and community leaders in the development, identification, and implementation of best practices for continuous improvement of instructional delivery and success of all schools.
Directs, coordinates, and provides leadership in the development of the annual budget.
Performs other related duties as assigned.
WORK ENVIRONMENT/PHYSICAL REQUIREMENTS
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, staff members of external funding agencies, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force. The work requires driving automotive equipment.
