POSITION PURPOSE:
Manages Special Education pre-school programs in accordance with federal and state regulations, including the development of guidelines and procedures for pre-school classrooms and services. Collaborates with the Director to establish and implement a comprehensive plan and goals for Special Education pre-school classrooms and services based on data analysis. Serves as a liaison between central services, schools, homes, and the community to promote the development and improvement of pre-school Special Education services.
MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
- Extensive knowledge and understanding of state and federal guidelines applicable to Special
Education pre-school programs;
- Considerable knowledge of Microsoft Office specifically Word, Excel, and PowerPoint; Google Apps;
- Excellent customer service skills;
- Critical thinking and problem solving skills;
- Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback; excellent public speaking and presentation skills;
- Ability to design and deliver professional development;
- Ability to present information to diverse audiences in an easily understood format;
- Ability to develop and implement goals that improve educational outcomes for students aligned with school system mission and goals;
- Ability to establish and maintain effective working relationships with school system staff, parents, community groups, external agencies, vendors, and the community.
EDUCATION, TRAINING, AND EXPERIENCE
- Master’s degree from a regionally accredited college or university in Special Education or related
field;
- Four years of teaching experience in pre-school education, Special Education, or related field.
CERTIFICATION AND LICENSE REQUIREMENTS
- Hold or be qualified to hold a North Carolina Professional Educator’s License in Special Education or
Birth-Kindergarten;
- Hold or be qualified to hold a North Carolina Professional Educator’s License for School
Administrator-Principal or Curriculum Instructional Specialist;
- Must hold and maintain a valid motor vehicle operator’s license according to the State of NC
requirements.
PREFERRED QUALIFICATIONS:
- Extensive Google experience or Google certification;
- Fluent in spoken and written Spanish.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Administers and manages Special Education pre-school programs in accordance with federal and state regulations, including the development of guidelines and procedures for pre-school classrooms and services.
- Consults with administrators, teachers, and parents in the development of appropriate programming and curriculum for pre-school Special Education children served by Wake County Public School System (WCPSS).
- Serves as a liaison between central services pre-school staff and school administrators, childcare providers, families, and preschool teachers by communicating and addressing program, facility, or service needs.
- Designs and delivers professional development for departmental staff and school-based pre-school staff.
- Collaborates with administrators and teachers to ensure proper identification and placement of new pre-school students and assists in development of Individual Educational Plans (IEP).
- Completes required Special Education reports and documents for external agencies and adheres to submission deadlines.
- Facilitates the entry of new pre-school students into Special Education Services and/or assigned schools by meeting with families and multiple agencies to ensure children are appropriately placed according to their needs.
- Ensures compliance and implementation of services by managing multiple service contracts with external agencies and vendors.
- Attends meetings, professional development, and conferences to stay abreast of current policies and procedures relating to and impacting preschool services trends/strategies.
- Coordinates transportation for preschool children who receive Special Education services.
- Performs other related duties, as assigned.
WORK ENVIRONMENT/PHYSICAL REQUIREMENTS
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, staff members of external funding agencies, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force. The work occasionally requires driving automotive equipment.
