POSITION PURPOSE:

Responsible for managing daily security operations by providing supervision, direction, management of daily functions, and support to Senior Security Administrators and to all district schools and central office departments. Oversees school-based security operations. Assists Senior Director in planning, developing, implementing, and maintaining district-wide security operations, security policies, and regulations and provides continual evaluation of security programs and recommendation of changes based upon ongoing analysis of data, trends and best practices. Supports the Senior Director in representing the department at community, Board of Education, and other meetings, as required. Collaborates with the Senior Director and Director of Special Operations with coordinating emergency operations planning with all schools and emergency responders.

 

MINIMUM QUALIFICATIONS:

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)

  • Extensive knowledge of current trends and developments relating to security concepts of educational settings and facilities;
  • Extensive knowledge of practices, procedures, standards, and regulations regarding emergency management coordination at the local level;
  • Considerable knowledge of Microsoft Office, specifically Microsoft Word, Excel, Power Point; Google Apps;
  • Excellent analysis, problem-solving, and organizational skills;
  • Ability to develop and present training;
  • Ability to handle multiple projects and remain calm, professional, and functional during stressful circumstances;
  • Ability to work independently and prioritize work assignments and resources;
  • Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
  • Ability to establish and maintain effective working relationships with school officials, school system staff, external agencies, vendors, advocacy groups, and stakeholders.

 

                    EDUCATION, TRAINING, AND EXPERIENCE

  • Bachelor’s degree in Emergency Management, Public Administration, Business Administration or closely related field from an accredited college or university; AND
  • Five years of experience in an educational setting planning and managing public safety daily operations and interacting effectively with school system administrators; AND
  • Experience interacting with representatives of government, volunteer organizations, public officials, and business/community organizations; AND
  • Project management experience.

 

                     CERTIFICATION AND LICENSE REQUIREMENTS

  • Must hold and maintain a valid vehicle operator’s license according to the state of North Carolina requirements.

 

PREFERRED QUALIFICATIONS:

  • Extensive experience in K-12 school security.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Responsible for providing supervision, direction, management of daily functions, and support to senior security administrators; provides security support to all district schools and central office departments.
  2. Oversees school-based security operations.
  3. Manages departmental activities in the absence of the Senior Director.
  4. Collaborates with Senior Director in planning, developing, implementing, and maintaining district-wide security operations, security policies, and regulations.
  5. Assists the Senior Director in continual evaluation of security programs and recommendation of changes based upon ongoing analysis of data, trends and best practices.
  6. Supports the Senior Director with representing the department at community, Board of Education, and other meetings, as required.
  7. Coordinates and oversees emergency operations planning with all schools and emergency responders.
  8. Prepares performance evaluations of senior security administrators.
  9. Develops and maintains liaisons with local municipalities, county departments and similar entities to facilitate plan development and response effort coordination.
  10. Provides input for reviews and proposed alterations to the Emergency Operations Plan based on regularity changes, technological changes or lessons learned from training or real-world situations.
  11. Supports Senior Director with disaster/emergency response for emergencies such as hurricanes, nuclear accidents, chemical spills, and school shootings; assists during Emergency Operations Center (EOC) activations and prepares situational status reports that describe response and recovery efforts and needs assessments.
  12. Performs other related duties, as assigned.

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS

This job operates in a professional office environment This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, external agencies, vendors, and contractors. Work is considered heavy physical work, requiring the exertion of up to 50 pounds of force. The work requires driving automotive equipment.
