POSITION PURPOSE:
Provides leadership at district and school level in the development, coordination, and implementation of special education and related services for students with significant behavioral and social emotional needs. Serves as the liaison between the central office and schools and promotes the development and improvement of programs for all exceptional children.
MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
- Extensive knowledge of state and federal legal requirements for the development of Individual Education Programs (IEPs) including the conducting of Functional Behavior Assessments (FBA), Behavior Intervention Plans (BIPs), conducting of Manifestation Determination Reviews (MDR) and transition planning;
- Extensive knowledge of curriculum and curriculum design including practices for designing instructional and/or behavioral strategies to meet the unique needs of students;
- Considerable knowledge of facilitative leadership skills;
- Considerable knowledge of Microsoft Office, specifically Word, Excel, and PowerPoint; Google Apps;
- Considerable knowledge of the district discipline policy as it relates to students with disabilities;
- Knowledge of local or state mental health practices, services, community agencies, etc.;
- Effective time management and organizational skills;
- Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
- Ability to design and deliver professional development to adult learners;
- Ability to evaluate trainings and professional development to ensure topics and information are being implemented;
- Ability to work in a collaborative team environment;
- Ability to work independently and without close supervision;
- Ability to establish and maintain effective working relationships with school system staff, students, external agencies, and the community.
EDUCATION, TRAINING, AND EXPERIENCE
- Master’s Degree in Special Education, General Education or directly related field from an accredited university;
- Five years of successful K-12 experience in Special Education, General Education, or directly related field;
- Leadership experience in assessing student needs;
- Experience planning, developing, and implementing programs; evaluating program effectiveness; designing and conducting staff professional development.
CERTIFICATION AND LICENSE REQUIREMENTS
- Hold or be eligible to hold a North Carolina Professional Educator’s License for Special Education, General Education, or directly related field from an accredited university;
- Hold or be qualified to hold a North Carolina Professional Educator’s License for School Administrator- Principal, Curriculum Instructional Specialist or Exceptional Children’s Program Administrator;
- Must hold and maintain a valid motor vehicle operator’s license according to the State of NC requirements.
PREFERRED QUALIFICATIONS:
- Leadership and/or supervisory experience;
- Non-violent Crisis Prevention Intervention training/trainer at the school and/or district level or be eligible to become a trainer.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Leads the district work group in the development and implementation of social/emotional and behavioral programming for students s K-12.
- Works collaboratively with school and district administrators in the development and implementation of social/emotional and behavioral programming.
- Collaborates with administrators to develop a process for collection of data to measure the effectiveness of student progress in the school based social/emotional and behavioral programs.
- Leads Special Education Services or collaborates in the deployment of professional learning, coaching, modeling, and check of fidelity of implementation for special education processes and procedures.
- Develops and deploys resources for implementation of Social/Emotional Behavioral Programming (i.e., Canvas, etc.).
- Designs, delivers, evaluates, and monitors the effectiveness of professional development on the instructional process, student achievement, and system goals.
- Provides guidance and coaching to school-based instructional and administrative staff in the development of professional activities as it relates to implementation of Social/Emotional and Behavioral programming and transitions between levels and upon graduation.
- Attends district, state and national meetings, conferences, and activities to continue professional growth, including activities that support and promote system initiatives.
- Performs other related duties, as assigned.
WORK ENVIRONMENT/PHYSICAL REQUIREMENTS
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, students, staff members of external funding agencies, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force. The work requires driving automotive equipment. Must be able to access multiple work sites independently and efficiently within a workday. Travel is required to schools, central services offices, and locations within Wake County.
