POSITION PURPOSE:
Provides strategic leadership, direction, coordination, and administrative oversight to FD&C Directors, Senior Administrators and Administrators. Directs schedule development, maintenance, and monitoring for the capital improvement program and other related FD&C functions. Assists in the formulation of the capital improvement program. Directs the preparation and presentation of project/program cost forecasts. Ensures project control reporting documents are produced and that they clearly reflect the schedule and timeline status, cost or budget considerations, and other risk levels. Supports project/program organization and administrative activities.
MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
- Comprehensive knowledge of local, state, and federal regulations and laws related to school facilities planning, design and construction, and budget controls management;
- Comprehensive knowledge of Microsoft Office, specifically Microsoft Word, Excel, PowerPoint, and Publisher; Google Apps;
- Interpersonal skills, including consulting, leadership, negotiation, relationship building and trust building;
- Excellent public speaking and presentation skills;
- Excellent analytical skills for problem solving and understanding complex business requirements;
- Strong attention to detail and a fundamental concern for the accuracy of information;
- Effective time management skills with the ability to meet deadlines;
- Ability to make independent judgments and to implement creative solutions to problems with minimal supervisory oversight;
- Ability to manage personnel and financial resources to achieve departmental goals;
- Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
- Ability to establish and maintain effective working relationships with school system staff, vendors, inspectors, contractors, external agencies, and the community.
EDUCATION, TRAINING, AND EXPERIENCE
- Bachelor’s degree in Engineering, Construction Management or Business Management;
- Ten years of directly related experience in construction project management;
- Three years of fiscal and management experience working with large-scale multi-million-dollar school or commercial capital programs.
An equivalent combination of education and relevant experience sufficient to successfully perform the essential duties of the job.
CERTIFICATION AND LICENSE REQUIREMENTS
- Must hold and maintain a valid motor vehicle operator’s license according to the State of NC requirements.
PREFERRED QUALIFICATIONS:
- Five years of directly related experience in fiscal administration;
- Fifteen years of experience in construction management of multi-million-dollar, non-residential projects;
- Member and certification from project management organizations.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Directs and oversees the implementation of the Wake County Public School System (WCPSS) building program projects from the planning stage through construction and closeout.
- Responsible for developing appropriation needs from master schedule based on Wake County’s adopted funding.
- Develops constructive relationships with staff of external governmental agencies and municipalities to assist in project approvals, permitting and inspections; attends agency and municipal meetings, as required.
- Applies technical expertise in evaluation and approval of contracts, change proposals, and other project documentation, as required.
- Develops methodologies to continuously improve department efficiencies, including identifying lessons- learned and proposing guideline changes.
- Provides current, accurate, and professional reporting of projects’ status, as required, to inform leadership; prepares other records and reports, as required, by local, state, and federal policies.
- Communicates with school system staff and the public to share information about the WCPSS capital improvement plan and implementations.
- Ensures compliance with WCPSS’ policies and procedures; applies sound business principles.
- Perform other related duties, as assigned.
WORK ENVIRONMENT/PHYSICAL REQUIREMENTS
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, vendors, students, contractors, and the general public. Work is considered light physical work, requiring the exertion of up to ten pounds of force. Requires bending, stooping, lifting, carrying, standing, walking, climbing stairs and ladders. The work frequently requires activities involving driving automotive equipment and physically accessing undeveloped property and construction sites. Visits to schools and other sites are also required with possible exposure to extreme weather conditions, dust, pollen, insects, and housekeeping chemicals.
