POSITION PURPOSE:
Provides leadership and oversight regarding Medicaid administrative claiming, local, state, and federal activities. Oversees fiscal project management within Student Support Services to increase overall compliance with local, state, and federal regulations.
MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)-
Considerable knowledge of generally accepted accounting principles and knowledge of governmental accounting principles;
Considerable knowledge of Microsoft Office, specifically Word, Excel, PowerPoint, and Google Apps;
Analytical and problem-solving skills;
Attention to detail with a high level of accuracy;
Effective time management skills with the ability to meet deadlines;
Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure appropriate flow of information, collaborative efforts, and feedback;
Ability to complete complex tasks individually and as a collaborative team member;
Ability to establish and maintain effective working relationships with school system staff, staff members of external agencies, and the community.
EDUCATION, TRAINING, AND EXPERIENCE
Bachelor’s degree in Accounting, Business Administration, Finance, Marketing, or directly related field; AND
Three years of experience in Finance, or related field; AND
Experience with fiscal management.
CERTIFICATION AND LICENSE REQUIREMENTS
Must hold and maintain a valid motor vehicle operator’s license according to the State of NC requirements.
PREFERRED QUALIFICATIONS:
Knowledge of Oracle and BAAS financial applications;
Knowledge of Student Support Services Local, State, and Federal funding;
Experience with Medicaid reporting and claiming requirements and processes;
Experience with district-level processes related to special education funding, Medicaid, and fiscal management;
Knowledge of ECATS.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Facilitates the vendor billing process including preparing reports, as required, for funding, and serves as the liaison between the departments of SSS, CASS, HCPS, OEL & SDP/Alt. Learning and billing agencies.
Meet routinely with budget managers to ensure compliance with fiscal policies and procedures
Monitors compliance with appropriate SSS Department expenditures.
Monitors and approves Contracts and MOU’s development.
Gathers data and submits reports for Fiscal Compliance.
Collaborates with other teams within Student Support Services and WCPSS departments regarding development and problem-solving for fiscal projects.
Provides training, assistance, and oversight on assigned fiscal projects, including Medicaid, special grants, and contract processes.
Performs other related duties, as assigned.
WORK ENVIRONMENT/PHYSICAL REQUIREMENTS
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, staff members of external funding agencies, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force. The work frequently requires driving automotive equipment.
