POSITION PURPOSE:
Responsible for all Wake County Public School System (WCPSS) employee payroll deductions and employer matching to be accurately reported to the appropriate agencies based on all federal, state, North Carolina Department of Public Instruction, and WCPSS Board of Education guidelines. Manages the reporting and reconciliation process for time and effort of federally funded employees.
MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
- Considerable knowledge of Microsoft Office, specifically Excel, Word, and PowerPoint; Google Apps;
- Working knowledge of bookkeeping and accounting concepts;
- Working knowledge of database systems with the ability to analyze and organize data;
- Strong analytical and problem-solving skills, attention to detail with a high level of accuracy;
- Effective time management skills with the ability to meet deadlines;
- Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
- Ability to exercise independent initiative to perform both original and recurring assignments, and exercise judgment in the absence of clear directives;
- Ability to communicate and maintain working relationships with school system employees, Department of Public Instruction, vendors, and other outside agencies.
EDUCATION, TRAINING, AND EXPERIENCE
- Associate’s degree in accounting or related field; AND
- Three years of accounting, budget, finance, payroll process, or related experience; OR
An equivalent combination of relevant education, training, and experience which provides the knowledge, skills, and abilities necessary to successfully meet the essential duties may be considered.

- Bachelor’s degree in accounting;
PREFERRED QUALIFICATIONS:
- Experience working with Oracle based accounting and payroll systems;
- Previous experience in a school system finance or payroll department.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Analyzes and processes code changes including other Department of Public Instruction salary corrections.
- Processes and reconciles monthly retirement report and retirement required forms.
- Calculates and deducts for court ordered garnishments and levies.
- Examines the general ledger for pay related liability accounts and submit corrective entries.
- Manages the Project Accounting and Reporting System (PARS) reporting process.
- Calculates employee pay and benefit audits to identify under or over payments.
- Records, tracks, and processes pay deductions for salary over payments.
- Responds to employee concerns and questions regarding payroll and benefit related concerns.
- Coordinates with other departments to ensure payroll discrepancies are resolved.
- Creates, maintains, and updates payroll, benefit and reporting forms and procedures.
- Provides training to staff on payroll and benefit procedures as well as support to Lead Secretaries.
- Processes payroll requests, including after-batch forms, calendar leave requests, and payroll action forms.
- Analyzes specialized in/outbound file loads from and to Oracle.
- Collaborates with team on meaningful system enhancements and/or required changes to processes.
- Documents all process and procedural changes in the Standard Operating Procedures.
- Performs other related duties, as assigned.
WORK ENVIRONMENT/PHYSICAL REQUIREMENTS
This job operates in a professional office and school environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff students, parents, external agencies, vendors, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force.
