POSITION PURPOSE:

Key member of the Department’s Executive Leadership Team, reporting directly to the Chief Technology Officer (CTO). Provides strategic technology leadership and direction across various information technology functions. Oversees the operations of critical functions such as Infrastructure, Enterprise Applications & Analytics, Customer Support & Experience, and Governance, Strategy & Innovation, which includes the Enterprise Project Management Office (EPMO). Responsible for supervising assigned departmental functions, setting and achieving goals, and enhancing capabilities to support both current and future technology needs. Is instrumental in developing and executing strategic plans to address short-term and long-term objectives. Requires close collaboration with the Chief Technology Officer (CTO) and senior leaders to ensure cohesive and integrated technology strategies across departments. Contributes to developing comprehensive plans that drive innovation, efficiency, and excellence in technology services. Oversees the execution of strategic initiatives, monitoring performance, and addresses any challenges that arise, all while supporting the professional development of departmental staff and ensuring that technology services effectively support the organization's mission and objectives.

 

MINIMUM QUALIFICATIONS:  

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)

  • Extensive knowledge of current and emerging technologies, including advancements in hardware, software, and communications systems;

  • Comprehensive knowledge of federal and state public school laws and the policies and regulations of the Wake County Board of Education as they relate to Wake County Public Schools System’s (WCPSS) technology services and budget;

  • Comprehensive knowledge of current educational trends in information technology and its support in schools throughout the state and nation;

  • Comprehensive knowledge in strategic technology planning, including the development and execution of technology strategies that align with Wake County Public Schools goals;

  • Comprehensive knowledge of infrastructure operations and enterprise applications, covering development, deployment, integration, and maintenance. Skilled in best practices for customer support, service desk operations, and user experience optimization;

  • Considerable knowledge of Microsoft Office, specifically Microsoft Word, Excel, Power Point; Google Apps;

  • Knowledge in budget planning and management, including the allocation of resources and financial oversight for technology projects and operations;

  • Knowledge in project management methodologies, with experience managing large-scale technology projects, including planning, execution, monitoring, and delivery;

  • Skills in effective leadership, including coaching, evaluation, and team building for a diverse staff;

  • Excellent verbal and written communication skills, with the ability to present complex technical information clearly to diverse audiences, including executive leadership and non-technical stakeholders;

  • Strong analytical and problem-solving skills, with a track record of diagnosing and resolving complex technical issues in infrastructure, applications, and customer support;

  • Skilled in building and maintaining relationships with internal and external stakeholders, including vendors, partners, and executive leadership;

  • Proven ability to lead and manage technology teams across various domains, including infrastructure, applications, and customer support. Skills in staff recruitment, development, performance evaluation, and fostering a collaborative environment;

  • Ability to adapt to rapidly changing technology landscapes and organizational needs, with a flexible approach to strategic planning and problem-solving;

  • Ability to work effectively across departments and with external partners to achieve technology goals, foster innovation, and support organizational success;

  • Ability to implement best practices and standard methods to enhance the performance and efficiency of technology operations, including infrastructure management, application development, and customer support services;

  • Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;

  • Ability to establish and maintain effective working relationships with school officials, school system staff, external agencies, vendors, advocacy groups, and stakeholders.

 

EDUCATION, TRAINING, AND EXPERIENCE

  • Bachelor’s degree earned from an accredited institution in Computer Science, Information Systems, Business or Public Administration, or a closely related field;

  • Ten years of professional experience in technology-related roles, with a minimum of five years in a management or supervisory capacity overseeing large-scale operations, systems development, and technology policy;

  • Proven ability to prepare and present technical and management information to diverse audiences, including stakeholders and decision-makers;

  • Demonstrated experience in the development and implementation of successful K-12 information technology initiatives, with a focus on continuous improvement and effective staff selection, training, and evaluation;

  • Proven track record in fostering a diverse workplace and implementing practices that value and promote diversity;

  • Documented success in enhancing performance within large public sector organizations through the adoption of standard methods and best practices;

  • Strong foundational knowledge of technology hardware, software, communications, and applications, including an in-depth understanding of technology architectures and standards;

  • Experience presenting at state and national conferences and engaging in collaborative problem-solving with educational districts on a national level;

  • Experienced in managing complex environments with rapidly evolving technological needs, multiple funding sources, service contracts, and multi-agency interactions;

  • Other combinations of relevant education, training, and experience that provide the necessary knowledge, skills, and abilities to perform effectively in the role will also be considered.

 

CERTIFICATION AND LICENSE REQUIREMENTS

  • Must hold and maintain a valid motor vehicle operator’s license according to the State of NC requirements.

 

PREFERRED QUALIFICATIONS:

  • Ten years of professional experience in technology-related roles, with a significant portion in a senior management or supervisory capacity overseeing large-scale IT operations;

  • Proven track record of working within the K-12 education sector, understanding educational institutions' unique technological needs and challenges;

  • Certifications such as Project Management Professional (PMP, or Information Technology Infrastructure Library (ITIL) are highly desirable.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Develops and supervises the delivery of comprehensive information technology support and services to ensure optimal performance and user satisfaction.

  2. Identifies, develops, and implements key IT strategies that align with and support the school system’s goals and objectives, ensuring technological advancements are effectively leveraged.

  3. Assists in the formulation, interpretation, and implementation of IT policies, ensuring they are consistent with organizational standards, regulatory requirements, and best practices.

  4. Uses data analytics and research to continuously improve IT support services, enhance staff training programs, and provide better services to schools and central services

  5. Develops and maintains processes for continuous improvement of departmental procedures and workflows to enhance efficiency and effectiveness.

  6. Oversees all phases of technology projects, including planning, bidding, awarding, administration, completion, and financial accounting, ensuring transparency and accountability.

  7. Collaborates with school administrators, community leaders, and other stakeholders to identify and implement best practices for continuous improvement of IT services that support both students and staff.

  8. Directs, coordinates, and leads the development of the annual IT budget, ensuring alignment with strategic objectives, fiscal responsibility, competing initiatives, and effective resource allocation.

  9. Ensures that all IT operations and projects comply with relevant security standards and regulatory requirements, maintaining the integrity and confidentiality of organizational data.

  10. Supervises and mentors IT staff, fostering a culture of professional growth, collaboration, and high performance. Implements training programs to enhance team skills and capabilities.

  11. Evaluates emerging technologies and innovations and recommend their adoption to enhance the organization's IT capabilities and support educational excellence.

  12. Manages relationships with vendors and service providers, negotiates contracts, and ensures the delivery of high-quality products and services.

  13. Leads the response to IT crises and major incidents, ensuring quick resolution and minimal disruption to school operations.

  14. Maintains open lines of communication with all stakeholders, including school staff, parents, and community members, to keep them informed about IT initiatives, progress, and any issues that may arise.

  15. Monitors the performance of IT systems and services and prepares regular reports for the CTO and executive leadership, providing insights and recommendations for improvement.

  16. Promotes a culture of innovation within the IT department, encouraging creative solutions and continuous improvement to meet the evolving needs of the school system.

  17. Performs other related duties, as assigned, contributing to the overall success and advancement of the school system’s technology initiatives and goals.

 

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS

Must be able to use a variety of office equipment such as computers, scanners, and copiers. Must be able to communicate effectively. At times requires the ability to lift, carry, push, pull or otherwise move objects up to ten pounds. The work occasionally requires driving automotive equipment. Due to the amount of time spent standing and/or walking, physical requirements are consistent with those for sedentary work.
