WORK WEEK SCHEDULE

Monday-Friday (occasional evenings and weekends) Position is available for a Hybrid Telework workweek 

 

POSITION PURPOSE:

A visionary leader that will create, lead, and execute a plan to attract and recruit optimal staff for the district.  Oversees the overall performance of the Recruitment team and ensures that goals and metrics are in place to track their work. Gathers and analyzes data to maintain and implement a system-wide recruitment and retention plan that aligns with the Wake County Public School System’s (WCPSS) strategic plan. Successfully manages multiple projects and deadlines in a fast-paced environment.

 

MINIMUM QUALIFICATIONS:  

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)

  • Considerable knowledge of Microsoft Office specifically, Word, Excel, and PowerPoint; Google Apps;
  • Strong attention to detail and a fundamental concern for the accuracy of information;
  • Effective time management skills with the ability to meet deadlines;
  • Effective data tracking skill;
  • Effective time management skills;
  • Excellent organizational skills;
  • Ability to make independent judgments and to implement creative solutions to problems with minimal supervisory oversight;

EDUCATION, TRAINING, AND EXPERIENCE

    • Bachelor's degree in human resources, organizational development, education, or related field from an accredited college or university; AND
    • Five years of human resources management experience; OR
    • Five years of administrative school-based experience in lieu of direct HR experience; AND
  • Three years of experience with applicant tracking, information management, or similar systems for a large organization/corporation.

 

CERTIFICATION AND LICENSE REQUIREMENTS

  • Must hold and maintain a valid motor vehicle operator’s license according to the State of North Carolina requirements.



PREFERRED QUALIFICATIONS:

  • Master's degree in public administration, business administration, HR, organizational development, education, or related field;
  • Experience with Customer Resource Management (CRM) software;
  • Human Resources Professional Certification.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Oversees a recruitment team that will identify, cultivate, and influence diverse leaders, educators and support personnel to apply for vacant positions in the district. Coordinates recruitment functions such as job fairs, career days, and other events to source qualified candidates.
  2. Creates and executes a recruitment plan that is in alignment with district core values as adopted by the board and the district’s strategic plan.
  3. Articulates in writing a recruitment plan with deliverables, timelines, and a formal tracking process.
  4. Identifies current and future needs of the district and aligns processes and procedures including recruitment, selection, and retention strategies. 
  5. Prepares and delivers reports and presentations for recruitment and retention efforts, data/trend analysis, and other related needs.
  6. In collaboration with WCPSS’ Communications team and other key stakeholders, establishes and implements a comprehensive marketing plan and protocols to identify eligible candidates for vacant positions in the district.
  7. Works with the departments to forecast and determine open positions, understand position requirements, and candidate success profiles.
  8. Establishes and maintains new and existing relationships with local, state, and regional organizations, higher education institutions, and local business to support staff who are relocating to work in WCPSS.
  9. Oversees a process to review resumes, sets up screenings, screens candidates, and schedules candidates for interviews with department hiring managers.
  10. Establishes a process to manage resume flow and candidate communications while maintaining clear expectations related to next steps within the recruiting process and disposition.
  11. Maintains accurate and well-ordered documentation on all candidates, searches, hiring managers’ interactions, and other recruiting activities. 
  12. Implements ideas and strategies related to recruitment and retention that will contribute to the long-range growth of the district, implementing any new processes, fine tuning standard processes, and staying informed of trends and innovation recruiting techniques.
  13. Attends, participates in, and/or presents at HR staff meetings, professional development, WCPSS recruitment events, job fairs, and other school system functions, as appropriate.
  14. Ensures that work and operations are in compliance with WCPSS standards, procedures, and processes as well as applicable to state and federal laws.
  15. Performs other related duties, as assigned.

 

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff and staff members of external funding agencies, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force. The work frequently requires driving automotive equipment.
