POSITION PURPOSE:
Provides direct support to lead secretaries, bookkeepers, and support staff in schools and departments. Prepares and facilitates training for central and school-based staff. Receive and process budget transactions and position modifications. Assist with the allotment process for schools. Perform quality control checks and balances. Maintain organizational structures in Oracle and NCDPI EDDIE. Responsible for budget manager approvals and revisions. Responsible for departmental budget and payroll processing, maintaining departmental calendar, and scheduling meeting and training spaces. Participate and collaborate on committees for projects for the Administrative Services Division. Knows, interprets, and applies rules and regulations governing the development and reporting of the WCPSS budget. Responsible for fiscal accountability in compliance with state, federal, and local statutes and guidelines.
MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
- Considerable knowledge of Microsoft Office, specifically Word and Excel; Google Apps;
- Knowledge of generally accepted accounting principles;
- Knowledge of federal, state, and local budgeting and finance requirements;
- Knowledge of human resource position allotments, assignments, and payroll procedures;
- Knowledge of Oracle or other Enterprise Resource Planning (ERP) system;
- Critical thinking and analysis skills;
- Ability to work independently and complete tasks with minimal errors and attention to detail;
- Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
- Ability to work in a team environment;
- Ability to work independently and complete tasks in the absence of clear direction;
- Ability to establish and maintain effective working relationships with school system staff, staff members of external funding agencies, and the community.
EDUCATION, TRAINING, AND EXPERIENCE
- Associates degree from a regionally accredited college or university; AND
- Two years of experience in finance or accounting or related field; OR
- An equivalent combination of education, training, and relevant experience sufficient to successfully perform the essential dues of the job.
CERTIFICATION AND LICENSE REQUIREMENTS
None
PREFERRED QUALIFICATIONS:
- Experience working with Oracle based accounting systems;
- Knowledge of public school accounting procedures and systems.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Analyzes and processes budget amendments, transfers, position modifications.
- Updates the allotment application for allocations and changes.
- Prepares monthly budget amendments and transfers packet for board of education.
- Prepares and delivers training to lead secretaries, bookkeepers, and central support staff.
- Advises budget managers, bookkeepers, and lead secretaries regarding budget, allotment, and position data.
- Maintains organizational structures in Oracle including chart of accounts, organizations, account codes, substitute matrix and professional leave listing.
- Monitors charter school expenditure patterns and confirm charter school membership projections.
- Communicates, manages, and updates NCDPI EDDIE System.
- Prepares and distributes Focus on Finance newsletter.
- Updates the budget section of the Finance Manual and the School Allotment Manual.
- Maintains program descriptions on the WCS School-Based Budget Report.
- Prepares staff development notifications as required by state statutes.
- Manages process for budget manager additions, deletions, and changes.
- Processes adjustments for budget development.
- Provides quality control checks by proofing documents and transactions and ensuring the allotment application remains in balance with Oracle.
- Performs accounting duties for the budget department (order supplies, maintain ledger, and prepare payroll).
- Routes for signature approval and distribute monthly board of education materials, transactions for NCDPI, and approvals for Chief Business Officer.
- Performs other related duties, as assigned.
WORK ENVIRONMENT/PHYSICAL REQUIREMENTS
This position operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff and staff members of external agencies, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force.
