WORK WEEK SCHEDULE

Monday-Friday (occasional evenings and weekends) Position is available for a Hybrid Telework workweek 

 

POSITION PURPOSE:

Provides leadership and supervision for staff in the budget department.  Provides oversight of budget development, budget management, budget transactions, allotment process, position control, budget training, budget processing through external agencies, and maintaining and testing core business structures in the Oracle financial system.  Key member of the Administrative Services budget and financial team.  Knows, interprets, and applies rules and regulations governing the development and reporting of the WCPSS budget.  Analyzes budget and financial data for accuracy and trends.  Performs complex analysis and prepares reports for management.  Responsible for fiscal accountability in compliance with state, federal, and local statutes and guidelines.

 

MINIMUM QUALIFICATIONS:  

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)

  • Advanced knowledge of generally accepted accounting principles and knowledge of governmental accounting principles;

  • Advanced knowledge of federal, state, and local budgeting and finance requirements;

  • Advanced knowledge of human resource position allotments, assignments, and payroll procedures;

  • Extensive knowledge of Oracle or other enterprise resource planning (ERP) system;

  • Considerable knowledge of Microsoft Office, specifically Word and Excel; Google Apps;

  • Critical thinking and problem-solving skills;

  • Strong research and analysis skills;

  • Ability to complete complex tasks and minimize errors with attention to detail; 

  • Ability to work independently and complete tasks in the absence of clear direction;

  • Ability to maintain a highly motivated staff by providing a healthy and safe work environment and by communicating with employees in an honest, fair, and timely manner using sound judgment;

  • Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback; 

  • Ability to work in a team environment;

  • Ability to work independently and complete tasks in the absence of clear direction;

  • Ability to establish and maintain effective working relationships with school system staff, staff members of external funding agencies, and the community.

 

EDUCATION, TRAINING, AND EXPERIENCE

  • Bachelor's degree in Accounting, Business Administration, or a related field; AND

  • Five years of related experience; AND

  • Evidence of successful administrative/leadership experience; OR

  • An equivalent combination of education and relevant experience sufficient to successfully perform essential duties of the job.

PREFERRED QUALIFICATIONS:

  • Experience working with Oracle based accounting systems;

  • Knowledge of public school accounting procedures and systems.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Directs and executes the day-to-day management, training, and structure of the budget team.

  2. Collaborates with the senior director of budget in setting priorities and leading the budget team.

  3. Reconciles state, federal, and local funds to approved funding.

  4. Manages the budget development process for the Superintendent's, Board of Education's, and Approved Budgets.

  5. Provides direction to staff to ensure maximized use of resources for the school district.

  6. Provides oversight for position control, position allotments, position conversion, and reconciliation processes.

  7. Maintains the Oracle structure in the areas of organizations, chart of accounts, reporting, funds checking, rollup accounts, and payroll costing in accordance with legislated and procedural requirements.

  8. Coordinates and completes testing and disaster recovery in budget related areas as patches, upgrades, and modifications to the financial software system.

  9. Manages and monitors compliance with Budget and Amendment System (BAAS) and Comprehensive Continuous Improvement Plan (CCIP) systems for federal budget compliance with the state.

  10. Assists in preparation and analysis of various schedules information for preparation and presentation of budget documents and in response to requests from internal and external groups or individuals.

  11. Represents WCPSS in statewide meetings such as Regional Education Service Agency (RESA), NC Association of School Business Officials (NCASBO), and NC Department of Public Instruction (NCDPI).

  12. Prepares and delivers budget presentations.

  13. Assists in formulation and administration of policies and procedures for the budget and position control functions.

  14. Manages front-end support to the payroll processes including chart of accounts and matrix maintenance and position costing.  Performs on-call work after business hours during critical payroll processes.

  15. Collaborates with other departments and schools to improve processes (i.e. Human Resources, Area Superintendents, Financial Departments, Program Managers, Technology, Student Assignment, Division of Principals and Assistant Principals, etc.)

  16. Prepares documentation, entries, or analysis needed for internal and external audits.

  17. Keeps abreast of technical, legislative, and professional developments, state and federal laws, and accounting principles that affect school system budget and finances.

  18. Reviews performance of staff on a continuing basis and complete annual and follow-up evaluations.

  19. Instructs staff on office procedures, technical accounting, budget, and bookkeeping issues, and application of various laws, regulations, policies, and procedures.

  20. Provides oversight for development and delivery of training for budget managers, lead secretaries, bookkeepers, and other staff in budget and position-related areas.

  21. Manages and monitors usage of state months of employment and dollar allotments and realign positions as needed to maximize use of state resources.

  22. Oversees documentation and revisions of department’s standard operating procedures so they remain current and well-organized.

  23. Oversees annual update of data tracked on a historical basis.

  24. Performs other related duties, as assigned.

 

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS

This position operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff and staff members of external agencies, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force.
