POSITION TITLE (Oracle title) MASTER CRAFTSMAN   WORKING TITLE Master Craftsman-Energy Management    SCHOOL/DEPARTMENT Maintenance and Operations   LOCATION Rock Quarry Rd. Office Complex, Raleigh, NC   PAY GRADE Noncertified Grade 28   FLSA STATUS Nonexempt   ELIGIBILITY FOR EMPLOYMENT CONTRACT No   WORK WEEK SCHEDULE Monday-Friday (occasional evening and weekend requirements for on-call emergencies on a rotating basis)   POSITION PURPOSE: Responsible for the operation, maintenance, and repair of all Building Automation Systems throughout Wake County Public School System (WCPSS). Works closely with operators and other field personnel to troubleshoot, maintain, and repair Building Automation Systems. Performs highly skilled technical work involving maintenance, troubleshooting, and repair of Heating, Ventilating and Air Conditioning (HVAC) systems and building automation systems.   MINIMUM QUALIFICATIONS:   KNOWLEDGE, SKILLS, AND ABILITIES (KSAs) - Considerable knowledge of building automation systems, HVAC systems, equipment, and fixtures; - Considerable knowledge of Microsoft Office, including Word and Excel; Google Apps; - Working knowledge of computers and electronic hardware, software, and programming; - Working knowledge of Occupational Safety and Health Administration (OSHA) standards; - Critical thinking and problem solving skills; - Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback; - Ability to work independently and part of a team and complete tasks in the absence of clear direction; - Ability to perform arithmetic calculations; - Ability to troubleshoot and perform maintenance and repairs on building automation systems; - Ability to establish and maintain effective working relationships with school system staff, contractors, vendors, and external agencies.   EDUCATION, TRAINING, AND EXPERIENCE - High school diploma or equivalent; - Five years of experience directly related to the field of building automation and control, energy management, and large-scale, multi-building HVAC systems.   CERTIFICATION AND LICENSE REQUIREMENTS - Must hold and maintain a valid motor vehicle operator’s license according to the State of NC requirements; - Within 12 months of employment complete safety training according to OSHA standards.   PREFERRED QUALIFICATIONS: - Associates Degree or technical school training in related field; - Certification in Lon Works, BacNet, and/or Tridium AX Architecture; - Experience with Schneider Electric, Honeywell, Trane, and/or other building automation systems. ESSENTIAL DUTIES AND RESPONSIBILITIES: - Performs experienced or master craftsman level work associated with building automation systems, materials, equipment, and fixtures. - Responds to assigned work orders relating to energy management and HVAC. - Troubleshoots appropriate corrective measures and performs work to provide a solution. - Replaces faulty or defective building automation equipment and systems. - Monitors and adjusts building automation software to ensure efficient operation equipment and compliance with energy policies. - Prepares and maintains records, work logs, and reports, as needed. - Adheres to laws, regulations, and requirements set forth in the WCPSS Safety procedures/policies. - Maintains compliance and adherence to all safety procedures, occupational health practices, and maintains a safe work environment. - Performs other related duties, as assigned.   WORK ENVIRONMENT/PHYSICAL REQUIREMENTS This position operates in an indoor and outdoor environment. This role routinely uses a variety of equipment such as computers, hand/power tools, etc. The position, at times, must be able to come into direct contact with school system staff, contractors, vendors, and external agencies. Work is considered heavy physical work, requiring the exertion of up to 75 pounds of force. POSITION TITLE (Oracle title) DIRECTOR   WORKING TITLE Director-Energy and Physical Plant    SCHOOL/DEPARTMENT Maintenance and Operations (M&O)   LOCATION Rock Quarry Road, Raleigh, NC    PAY GRADE Director Band 2   FLSA STATUS Exempt   ELIGIBILITY FOR EMPLOYMENT CONTRACT No   WORK WEEK SCHEDULE Monday-Friday (occasional evenings and weekends for on-call emergencies)  Position is not available for a Hybrid Telework workweek.    POSITION PURPOSE: Provides overall management of the Wake County School System’s (WCPSS) Energy and Physical Plant function of Maintenance and Operations.  The department is comprised of Energy Management, HVAC, Electrical, Plumbing and other licensed trade shops.  Develops and implements a comprehensive annual work plan.  Develops and monitors comprehensive utility budget for the district.  Contributes to development and review of plans for existing and upcoming projects. Assists the Senior Director in the preparation and management of the Energy and Physical Plant’s budget. Provides oversight of the WCPSS procedure and policy compliance to ensure sound business principals.   MINIMUM QUALIFICATIONS:   KNOWLEDGE, SKILLS, AND ABILITIES (KSAs) - Comprehensive in-depth knowledge and understanding of the principals, practices, and procedures of public-school system policies and federal, state, and local regulatory requirements; - Considerable knowledge of Microsoft Office, specifically Word, Excel, Access, and Power Point; Google Apps; - Considerable knowledge of Occupational Safety and Health Administration (OSHA) standards; - Critical thinking and problem-solving skills; - Skills in effective leadership of adults, including coaching, evaluation, and team building among a variety of stakeholders; - Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts and feedback; - Ability to read and interpret technical guidelines, project specifications, and design drawings; - Ability to analyze system processes to identify and correct inefficiencies, optimizing use of limited resources; - Ability to meet deadlines; - Ability to assess department needs and develop and implement long range plant to meet goals; - Ability to establish and maintain effective working relationships with school system staff, contractors, vendors, and external agencies.   EDUCATION, TRAINING, AND EXPERIENCE - Bachelor’s degree in Engineering a related field or equivalent; - Five years of experience in facilities management, design, construction, or related areas; - Demonstrated successful leadership and managerial experience;  - Other combinations of applicable education, training, and experience which provide the knowledge, skills, and abilities necessary to perform effectively in the position may be considered.   CERTIFICATION AND LICENSE REQUIREMENTS - Within twelve months of employment complete safety training according to OSHA standards; - Must hold and maintain a valid motor vehicle operator’s license according to the State of NC requirements.   PREFERRED QUALIFICATIONS: - Hold or the ability to obtain within one year a registration as a professional engineer or architect in North Carolina.   ESSENTIAL DUTIES AND RESPONSIBILITIES: - Provides overall management of Maintenance and Operations Energy and Physical Plant program. - Develops and implements a comprehensive annual work plan. - Develops methodologies to continuously improve department efficiencies, including identifying lessons-learned and proposing guideline changes. - Contributes to development and review of plans for projects. - Remains abreast of developments in school facility maintenance and operations. - Prepares and manages the department budget. - Reviews for accuracy and consistency all documents for publication. - Effectively educate and communicate long range needs and plans for the district. - Provides oversight of the WCPSS procedure and policy compliance to ensure sound business principals. - Manages work and tracks departmental performance. - Collaborates with WCPSS departments to identify needs. - Responsible for staff selection, placement, development, training, and employee performance management. - Performs other related duties, as assigned.   WORK ENVIRONMENT/PHYSICAL REQUIREMENTS This job operates in an indoor and outdoor environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, contractors, vendors, and external agencies. Work is considered medium physical work, requiring the exertion of up to 25 pounds of force. The work occasionally requires driving automotive equipment.
